Gitlab is not suitable for working offline and it has shown security vulnerabilities and concerns over the years, such as the SQL injection incident in 2018 and another alarming situation in 2020 where attackers gained access to Gitlab instances without needing any credentials. The aforementioned security breeches and others still put a question mark on the security provisions on Gitlab and how effective they have been.
